Hengyi Industries Strengthens Local Partnerships with Three Contract Signings at EGC 2025

20 November 2025, Indera Samudera Grand Hall, The Empire Brunei – Hengyi Industries Sdn Bhd (Hengyi Industries) signed three (3) new contracts with DHI Water & Environment (B) Sdn Bhd (DHI), Utamacon Management Services (B) Sdn Bhd (Utamacon), and HSC Consultants Sdn Bhd (HSC Consultants) during the Enterprise Growth Connect (EGC) 2025. The signing marks another significant step for Hengyi Industries in strengthening local business capabilities and advancing long-term, collaborative partnerships within Brunei Darussalam’s downstream industry.

Signing on behalf of Hengyi Industries was Mr Chen Lian Cai, CEO of Hengyi Industries. YM Ms Lim Hui Fang, Senior Environmental Specialist, signed on behalf of DHI; YM Pengiran Doktor Hishamuddin Alli bin Pg Jaya Indera Pg Hj Mokhtar Puteh, Principal Consultant, signed on behalf of HSC Consultants; and YM Alexander Chin signed on behalf of Utamacon. The signing ceremony was witnessed by Mr Ma Ziyu, Head of Hengyi Industries' Material Supplies Department; YM Ms Goh Thing Thing, DHI’s Senior Environmental Specialist; YM Puan Hajah Normawati Bte Dato Paduka Hj Othman, HSC’s Consultant; and YM Tuan Humdhan Mohamed from Utamacon.

Each contract supports a key area of technical development for Hengyi Industries’ ongoing and future operations. The “Environmental Impact Assessment (EIA) Service for the Dry Gas Enhancement Project” agreement with DHI covers the EIA for a proposed efficiency enhancement project. The “Power Department QP Framework Service” agreement with Utamacon establishes a Qualified Person (QP) Framework Service, enabling timely QP support for both planned and ad-hoc developments across Hengyi Industries’ operational sites. Meanwhile, the “Fixed Facilities Safety Case for the Hengyi Project” agreement with HSC Consultants provides three-year consultancy services for the Fixed Facilities Safety Case, reinforcing continued operational safety and regulatory adherence.

Since 2024, Hengyi Industries has continued to strengthen its contribution to Brunei Darussalam’s economic growth through active engagement with local businesses. To date, the company has awarded more than 200 local contracts and contributed over B$70 million into the local economy.

Beyond the contract signings, Hengyi Industries also participated in EGC 2025 as both a speaker and an exhibitor. The company highlighted its In-Country Value (ICV) initiatives, showcasing ongoing efforts to support local vendors, create shared opportunities, and foster collaborative growth between the private sector and local enterprises.

Under the theme “Powering Local Participation”, EGC 2025 is organised by the Brunei Economic Development Board to serve as a platform connecting local businesses with leading corporations and government agencies. The event features knowledge-sharing sessions, advisory clinics, and exhibitions aimed at fostering procurement, partnership, and capability-building opportunities for micro, small, and medium enterprises (MSMEs).
