Project SINAR Enters Operational Phase, Marking a Key Sustainability Milestone at Hengyi Industries

12th February 2026, Hengyi Industries’ Main Office Building, Pulau Muara Besar Industrial Park – Hengyi Industries Sdn. Bhd. (Hengyi Industries) marked an important milestone in its sustainability journey with the official commissioning of Project Sustainable Integration of Natural and Renewable Energy (Project SINAR). The project represents a significant step forward in integrating renewable energy into the company’s petrochemical refinery operations, while supporting Brunei Darussalam’s national renewable energy goals.

Present as the Guests of Honour at the milestone event were Yang Berhormat Dato Seri Setia Dr. Awang Haji Mohd Amin Liew Bin Abdullah, Minister at the Prime Minister's Office and Minister of Finance and Economy II, whom is also a member of the Board of Directors of Hengyi Industries, and, Yang Berhormat Dato Seri Setia Awang Haji Muhammad Juanda bin Haji Abdul Rashid, Minister of Development. Also in attendance was Yang Mulia Dato Seri Paduka Haji Awang Khairuddin bin Haji Abdul Hamid, Deputy Minister of Finance and Economy (Economy), whom is also a member of the Board of Directors of Hengyi Industries; Yang Mulia Dato Seri Paduka Awang Haji Mohamad Azmi bin Haji Mohd Hanifah, Deputy Minister (Energy) at the Prime Minister’s Office; and His Excellency Chen Shaochun, Ambassador of the People’s Republic of China to Brunei Darussalam; as well as other senior government officers.

The event commenced with an opening remark by Mr Chen Lian Cai, Chief Executive Officer (CEO) of Hengyi Industries Sdn Bhd, highlighting the significance of Project SINAR in integrating renewable solar energy into refinery operations. He emphasised the project’s role in reducing carbon emissions and advancing more energy-efficient and environmentally responsible industrial practices, while reaffirming Hengyi Industries’ commitment to responsible industrial development in alignment with Brunei Darussalam’s long-term climate and energy goals.

This was followed by a video presentation that provided an in-depth overview of the project’s development and technical implementation. The programme then continued with a speech by the Minister at the Prime Minister’s Office and Minister of Finance and Economy II.

In his address, Yang Berhormat Dato Seri Setia Dr. Awang Haji Mohd Amin Liew Bin Abdullah highlighted that Hengyi Industries’ sustainability journey does not end with Project SINAR. Supported by the commitment of its shareholders — the Government of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam, through the Ministry of Finance and Economy’s Strategic Development Capital Fund, and Zhejiang Hengyi Group — the company will be embarking on a significant expansion in the coming months.

Scheduled for completion by early 2029, the expansion will nearly triple the refinery’s production capacity, increasing output from 8 million to 20 million metric tonnes per year. This represents not only an increase in production volume, but also an enhancement in value creation, further strengthening Brunei Darussalam’s downstream industry and economic resilience.

Guests were subsequently taken on a guided tour of the Solar Farm at Hengyi Industries to gain insights into how the system is integrated into the refinery’s operations. The event concluded with a group photo at the Solar Farm.

Officially unveiled on 23 October 2024, Project SINAR is a large-scale solar energy initiative developed to supply renewable energy to Hengyi Industries’ Petrochemical Refinery. Commencing with Stage 1 of the project, which was independently assembled and executed by Hengyi Industries’ own team, spans a total area of 36 hectares and comprises 80,374 photovoltaic panels, each rated at 630W, supported by 24 MWh of energy storage, and delivering a total installed capacity of over 50 MWp. Construction and assembly began last year, with the entire solar PV system completed in under a year.

As Brunei Darussalam’s largest solar initiative so far, Project SINAR represents a major milestone for both Hengyi Industries and the nation’s renewable energy landscape. Following the commissioning of Stage 1 of the project, it is expected to generate up to 84,000 MWh of clean electricity annually, supplying approximately 7% of the facility’s total energy requirements.

In terms of environmental impact, Project SINAR is projected to reduce carbon emissions by up to an estimated 137,180 tonnes of CO₂ annually, which is equivalent to planting approximately 17,000 hectares of trees. The project also supports the Brunei Climate Change Office’s target of increasing renewable energy adoption to at least 30% of total installed capacity by 2035.

This year also marks Hengyi Industries’ 15th anniversary since its incorporation in Brunei Darussalam. From the official approval of the Pulau Muara Besar Petrochemical Project in 2011, Hengyi Industries has worked closely with the Government of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam to develop a world-class petrochemical refinery that contributes significantly to the nation’s downstream industry and economic landscape.
